Los Angeles County tax begins while lawsuit blocks spending

Los Angeles County’s half-cent Measure ER sales tax took effect October 1, but its proceeds must remain unspent while a legal challenge is pending, the county says. The five-year measure is intended to support health and other services. The county defends its legality; the Libertarian Party’s lawsuit challenges the state law allowing the tax above the usual limit.
