Hundreds of Thousands in Puerto Rico Are Left Without Water

Families and businesses in San Juan and surrounding towns are getting by on whatever they had on hand, as rolling shutoffs cut water for 48 hours at a stretch. It is the latest failure of an island infrastructure that has never fully recovered from the last decade of storms, bankruptcies and deferred maintenance.
