Record-Long Department of Homeland Security Shutdown Ends

Congress voted to fund most of the Department of Homeland Security, ending a 75-day shutdown. ICE and the Border Patrol will be funded separately because of Democratic opposition. This partial resolution leaves key border security functions dependent on future legislative action.
