Roughly 60,000 people entered the Spanish enclave of Ceuta from Morocco in 24 hours — the equivalent of about 70% of the city's population of 83,600 — and at least 18 drowned trying to swim around the border fence. Spain has deployed troops to the seven-square-mile territory as the prime minister scrambles to contain a crisis the rest of the European Union is now watching closely.
