CIA Director John Ratcliffe traveled to Moscow on Tuesday for unannounced talks with Russian officials, according to people familiar with the trip. Flight-tracking data showed an American military aircraft flying from the United States to Russia by way of Latvia. It is Ratcliffe’s first known visit to Russia as CIA chief.
